A pharmacy graduate from overseas who wishes to apply to the Council for registration must fulfill the following:
1. The applicant must be a graduate with a university degree* accepted
by Singapore Pharmacy Council
*The whole course must be done in the campus of the University/Country offering the pharmacy qualification.
a) SPC will allow the registration of SC/PR/foreign pharmacy graduates or pharmacists who have graduated from university from the gazetted list (Aug 2011) before 1 August 2020;
b) SPC will not allow the registration of SC/PR/foreign pharmacy graduates or pharmacists enrolled in university from the gazetted list (Aug 2011) from 1 August 2020;
c) For SC/PR serving National Service who are enrolled in university from the gazetted list (Aug 2011), the cut-off date for registration eligibility will follow the date of the acceptance letter/email sent by the university, regardless of the actual enrollment or commencement date. The applicant (NS man) will need to note:
i. He must commence the pharmacy course at the earliest opportunity (the next available commencement date of the course with respect to the acceptance date) the moment he completes his full-time national service duty.
ii. He must present the following information to SPC at the point of application for registration:
a. The date of the acceptance letter/email (must be before 1 August 2020)
b. Original email / correspondence with the admission officer of the University regarding the deferment of commencement of the pharmacy course. Deferment has to be due to his obligation as a Singapore citizen to serve his national service full time.
c. Letter to report for National Service from the Singapore Armed Forces or the equivalent.
d. Letter of agreement from the University to hold the placement for the pharmacy undergraduate programme till after he completes his national service.
2. The applicant must have acquired the prescribed training and be registered as a pharmacist in the country of study**; and is currently holding a valid license to practise in that country**; and
i. has acquired not less than 3 months’ practical experience in the practice of pharmacy at an establishment in
Singapore approved by SPC; and
ii. has been selected for employment*** in Singapore as a pharmacist in any hospital or other institution or pharmacy practice approved by SPC; and
iii. has sat for and passed the competency and forensic examinations prescribed by SPC.
iv. Upon fulfilling the requirements for registration stipulated by SPC, the applicant will be eligible to be registered conditionally as a pharmacist for not less than 12 months.
**Applicable to Applicants who started their pharmacy course from 1 June 2018.
***The applicant must have secured a job offer with an SPC-approved training centre. The letter of job offer and the position offered to the graduate must be uploaded with the online application to the Singapore Pharmacy Council. The Council would not consider any application if there is no job offer.
Online Application for Pre-Registration Training
The following are required for the online Application for Pre-Registration Training:
- Original basic pharmacy qualification transcript to be submitted directly from the university of pharmacy degree study
- Letter of verification on period of pharmacy study and the location of study, i.e. campus(es) the whole pharmacy course is conducted to be submitted directly from the university of pharmacy degree study
- Original Certificate of Good Standing to be submitted directly from the foreign registration authority
- Scanned copy of Personal identification document - NRIC (for Singaporeans / S’pore PR) / Passport (for non-Singaporeans)*
- Scanned copy of Certificate of Registration with accepted foreign registration authority (‘Notice of Entry’ for GPhC registered pharmacists)
- Scanned copy of Evidence of Pharmacist Registration Status with accepted foreign authority / Active Practising Licence
- Scanned copy of Basic Pharmacy Qualification (degree scroll)*
- Scanned copy of Letter of Employment Offer for pre-registration training position from a SPC-approved training institution
- Scanned copy of Original testimonials (character reference & performance - dated not more than 6 months ago from date of application) from the applicant’s last 2 employers
- Scanned copy of Curriculum Vitae (stating all relevant education, professional registration and work experience)
- Scanned copy of Evidence of proficiency in English Language,
if applicable (for applicants who attained their pharmacy degree outside of UK, USA, Canada, Australia or New Zealand)
*NRIC or Passport must be certified true copy by a notary public or HR of employing institution. Certificate of qualification must be certified either by a notary public or authorised personnel of conferring institution or HR of employing institution.
Documents No.(3), (5) and (6) are not applicable if you are not registered as a pharmacist with the accepted registration authority.

Application will only be processed after all the documents are received and are in good order. Processing time for any application is 10 - 15 working days. This does not take into consideration the processing time for
application of employment pass for non -Singaporeans from the Ministry of Manpower by the potential employer.
Approval of application is subject to Council's decision.
Pre-registration training can only commence upon receipt of Confirmation Letter issued by the Singapore Pharmacy Council.
Pre-Registration Training
A. The applicant may then start his/her pre-registration training in the approved training centre (List of Approved Training Centres).
The period of training ranges from 3 months to 12 months.
B. The applicant must take and pass both the Forensic Examination (relating to Pharmacy Laws in Singapore) and Competency Examination.
i) The Forensic Examinations are conducted 4 times in 2025. The following are the examination dates in 2025:
- 4 November 2024 (Mon)
- 10 March 2025 (Mon)
- 2 June 2025 (Mon)
- 1 September 2025 (Mon)
- 10 November 2025 (Mon)
The fee payable is S$300.
Applicants are required to apply online for the Forensic Examination at least 2 - 3 weeks before the examination date (Forensic Exam Information [PDF, 152KB]). Online payment can be made via eNets or credit card (Visa or Mastercard). All candidates will be notified via email when the online application for Forensic Exam is opened.
The minimum passing mark for the Forensic Exam is 60. Maximum number of attempts is 3 (three) within 24 months.
ii) The Competency examinations (Competency Examination Application Form [PDF, 90KB]) are conducted 4 times in 2025. The following are the confirmed dates in 2025:
- 29 November 2024 (Fri)
- 20 February 2025 (Thurs)
- 5 May 2025 (Mon)
- 11 August 2025 (Mon)
- 25 November 2025 (Tues)
The fee payable is S$300.
Applicants are required to apply online for the Competency Examination, at least 2 - 3 weeks before the examination date. Online payment can be made via eNets or credit card (Visa or Mastercard) (Guide to Competency Assessment Exam [PDF, 509KB]). All candidates will be notified via email when the online application
for Competency Exam is opened.
The minimum passing mark for the Competency Exam is 60. Maximum number of attempts is 3 (three) within 24 months.
C. Upon successful completion of pre-registration training which includes the following:
i. Completion of minimum pre-registration training period
ii. Passing both the Competency Examination and Forensic Examination
iii. Achieving the minimum competency standards stated in the SPC Competency Standards Framework and
iv. All other requirements stated for pre-registration training,
the preceptor will then be notified to submit the Pre-Registration Training Evaluation Summary Report to Singapore Pharmacy Council.
The pre-registration pharmacist will be notified to submit the online Application for Conditional Registration.
Online Application for Conditional Registration
The following are required for the online Application for Conditional Registration:
- Scanned copy of NRIC (for Singaporeans / S’pore PR) / Passport & Employment Pass (for non-Singaporeans)*
- Passport-size Coloured Photo (in jpg)
- Scanned copy of Abstract of Project Work, if applicable
- Scanned copy of Certificate of Attendance of PSS Pre-Registration Training for Pharmacists, if applicable
- Conditional Registration Fee (S$250).
- Practising Certificate Fee (the amount will be indicated at the time of application).
*NRIC or Passport must be certified true copy by a notary public or HR of employing institution. Certificate of qualification must be certified either by a notary public or authorised personnel of conferring institution or HR of employing institution.
Online payment can be made via eNets or credit card (Visa or Mastercard).
Upon approval by Registrar, a Conditional Registration certificate and practising certificate will then be issued by the Council to the applicant.
The applicant can then start work as a pharmacist under Conditional Registration at the certified training centre.

- Restricted to practise in certified training centres (SPC approved premises) for the full duration of conditional registration
- Subjected to Supervisory Framework PDF - 0.183 MB by fully registered pharmacist with a minimum of 3 years working experience
- No restrictions on Poison Licenses
- May be pharmacist-in-charge but subject to Supervisory Framework.
On successful completion of the period of conditional registration, the pharmacist may be notified to submit the online Application for Full Registration.
